Controlled Substances and

Alcohol Use Programs

The Elite Carrier Services administer a Random Drug and Alcohol Pool Program, with a designated Medical Review Officer and a Third Party Laboratory, which will make your company to be in full compliance with all DOT Regulations, as prescribed in 49 CFR PARTS 40 AND 382. Our DOT Safety/Compliance department will manage and monitor your company’s Controlled Substances and Alcohol Program implementing the necessary solutions as required by the FMCSR:

Individual Company Drug and Alcohol Policy in compliance with updated FMCSR
Set-up of Controlled Substances & Alcohol Abuse Qualification File
Communication with labs, collection sites, and MRO's
Pre Employment Controlled Substances Testing
Random Pool Controlled Substances and Alcohol Testing

Driver Qualification

Files

Our DOT personnel assure that all the required documentation, as prescribed in 49 CFR PART 391 – Qualification of Drivers, Subpart A – General, Subpart B - Qualification and Disqualification of Drivers, Subpart C – Background and Character, Subpart D – Tests, Subpart E – Physical Qualifications and Examinations, and Subpart F – Files and Records, is placed on each CDL A Drivers. We at The Elite Carrier Services will manage, maintain, and monitor all areas within your driver qualification files (i.e. CDL A, MVR's, USDOT Physical Examinations, Driver Certification Qualifications, Annual Violation Review Record, etc.) Our services include but are not limited to the following:

In addition our services include the setup of all fleet files, as well as all necessary documentation for Vehicle Qualification Files for each active tractor and trailer, these services include the following:

Implementation of a Preventive Maintenance Program for adequate Fleet Management

Hours of Service

of Drivers

The Elite Carrier Services has the expertise and knowledge to audit the Hours of Service daily logs with the Rapid Log IT System which will bring each driver violation into account, so that the company’s can take immediate action to remedy and correct the shown mistake. Fifteen (15) days, after the completion of each monthly audit, we will provide clients with reports by driver detailing each discrepancy noted on the logs, and the corrective action to be taken. Our Log Auditing Service Includes (but is not limited to):

Personal Attention to Form and Manner on All Logs
11 hours/14 hours service violations
34 hours weekly reset
Failure to comply with end of day Post Trip Inspection
Failure to implement 30 minute break prior to being 8 hours on duty
Logs Are Checked For Speeding, Driving, and/or Shift Violations
Falsifications (With Supporting Documents)
Randomly Checked for Miles Driven Versus Cities Traveled

The Elite Carrier Services fully comply with the contents of 49 CFR, as prescribed by U.S. DOT/FMCSA PARTS 40, 303, 325, AND 350 – 399 with its corresponding Appendix, and the importance of having all CDL drivers, as well as company employees abide with the updated FMCSA/DOT Regulations. As part of our services, having clients managerial/supervisory personnel properly trained is one of our main objectives, so that they may transmit it to all their Fleet employees, and the importance of complying with all pertinent DOT Training Regulations. Annual Commercial

Vehicle Inspections

The Elite Carrier Services provides DOT Annual Commercial Vehicle Inspections by scheduled appointment only. Our professional staff meets all the required qualifications in compliance with the 49 CFR PART 396, Section 396.19, by having more than twenty (20) years of experience in the CMV mechanic field. We at The Elite Carrier Services besides performing your annual CMV inspection are able to design a customized Preventive Maintenance Program for your Fleet Vehicle according to the individual CMV need.
